I am directed by Viscount Grey of Fallodon to
state, for the information of the Secretary of State for
the Colonies, that Messrs. Mirrlees, Bickerton & Day
Limited, of Hazel Grove, Stockport, have informed this Department that seven cases of machinery consigned by them to the Cooper Company of Manila, who are on the Statutory List, have been detained at Hong Kong ex s.s. "Agapenor".
In view of the fact that the "Agapenor" closed for cargo on May 30th, while the Cooper Company were not placed on the Statutory List till June 30th, I am to
request that instructions may be sent, if no objection is seen, to the Governor of Hong Kong to release the goods in question.
The cases are numbered 30/5 & 37 and are marked
"The Cooper Company., Manila, P.I."
Another case, No. 36 was shipped per s.s. "Protesilaus", and should this be detained on the same
grounds, Lord Grey would be glad if instructions for
its release could similarly be sent.
As regards the general question of detention at British Colonial Ports of goods consigned to or destined
